France Passes New Rergulations On Online Gambling Conforming To EU Requirements
The European Union seal of approval is being given to the bill regarding the opening of the French market for online gambling according to an article that was printed in Le Figaro in its September first edition.
It was noticed last June by Günther Verheugen, who serves as the European Commissioner in charge of Companies and Industry, that there is some incompatibility with the European laws. This seems to be mostly in regard to the provision of services within the European Union. Furthermore he said that France risked legal action on the part of the European Commission for its possible violation of some E.U. rules and regulations.
As an apparent response to this, France brought about the much needed modifications to its proposed initial legislation changing its rules accordingly. These amendments have apparently been accepted by the European Union creating a more compatible state of affairs for online gambling operations in that country. In accordance with these changes it appears that the French authorities now have to receive licensees from other member countries of the European Union.
Another requirement that was dropped is that new operators had to have a special fiscal correspondent in France. Before the new legislation can pass into law there were still some stumbling blocks to deal with. Topics that are still up for debate include such matters as the setting of upper limits for fund transfer rates and gaining approval from various sports organizations regarding whether or not they are intending to allow betting on their sports competitions. It appears that even prior to a finalization on the part going French government regarding its online gambling requirements proposals, the E.U. although waiting for this to be completed, appears to be willing to accept that France is desirous of complying with its requirements and has therefore given its nod of approval to the measures that have been so far taken. The French Parliament it seems, after significant delays will be considering the studies but not until October of this year, and will then probably take a vote on the issues, but not until early next year. But as early as May of 2010, in France, licenses may be issued to online casino operators.
